Regional airline Otonabee Airways was founded in 1971 by Joseph Csumrick and started flight 4 years later using a Saunders ST-27 aircraft out of Peterborough Ontario. Destinations included Ottawa, Montreal, Toronto and Quebec City. Airline was renamed as Air Atonabee in April 1980. In 1982 Air Atonabee acquired 8 more ST-27 and 4 Embraer 110 and open more routes to the Unites States. Air Atonobee was renamed to City Express in 1984 after Victor Papallardo formerly vice president of customer services at Nordair acquired the airline in 1984. City Express focused on serving business destinations of Newark, Montreal, Quebec City and Ottawa out Toronto's Island airport using DeHavilland Canada DHC-8 STOL aircraft. Headquarters were moved from Peterborough to Toronto. Service to Newark from Montreal Mirabel, Pittsburgh from Hamilton and Cleveland from Toronto were added. In February 1991 City Express ceased operations.
