Westates was launched in 1984 to provide service between Lake Tahoe and several California cities. It received it certificate authority on July 5, 1985, and launched service between Los Angeles and Santa Rosa. Reno was added the following month. It suspended operations on December 7, It surrendered its FAA operating certificate on May 1, 1986, and filed for bankruptcy on May 30. It eventually recovered from bankruptcy and was able to resume operations in May 1988, operating subservice for Resort Commuter between Phoenix, Los Angeles and Baja California. After those flight ended, it resumed its own services in the Reno (Lake Tahoe) market, but those scheduled services ended in late 1989. Also in 1989 it moved two airplanes east to operate Atlantic City charters for Charter One. In early 1990, the airline was acquired by Richmor Aviation, an air-taxi based in Hudson, NY, and all aircraft were moved east and it began scheduled service in the Atlantic City market in September 1990.The airline operated as a TWA Express carrier from October 27, 1991, but was dismissed by TWA on January 14, 1992 due to poor performance. Also in 1991 it was discovered that the Richmor parent was not US owned, and therefore not qualified to own a US airline. In May1994 Westates was sold to International Air Group, based in Niagara Falls, NY, and began trading as Gray Line Air. It continued to operate service from Niagara Falls to Newark (which began in 1991), and also operated scheduled service between Miami and Cap Haitien. On March 15, 1995, three of its Convairs were grounded by the FAA for maintenance and record-keeping issues. The company ceased operations in June.
