Established as Oneida County Aviation an FBO at Utica acquired by Paul Quackenbush. Empire began operations between Utica and Syracuse with a Piper Aztec. Operations were expanded in New York State and New England with Navajos, then Metroliners. Fokker F.28s were added in 1980. Empire focused on connecting New York state with New York City area airport of White Plains, La Guardia, Kennedy and Newark. In the 1980s Boston, Montreal and Washington National were also served. Empire was merged into Piedmont Airlines in 1986.
